Extend head.hackage with c2hs and servant

As mentioned in ghc#22914 (comment 479618), extend head.hackage with c2hs and servant packages to identify breaking changes earlier.

It's also a good opportunity to use and review Ben's tutorial on head.hackage (homepage!29)
