Patch linear-generics.

This updates linear-generics to be compatible with the new modifiers
syntax described in [GHC proposal
370](https://github.com/ghc-proposals/ghc-proposals/blob/master/proposals/0370-modifiers.rst)
and implemented at
ghc!14781
