rename all https://downloads.haskell.org/~ghc/ urls to https://downloads.haskell.org/ghc/

I feel https://downloads.haskell.org/ghc/ looks a lot better than https://downloads.haskell.org/~ghc/

So I want to propose migrating all links (and announcements) to use https://downloads.haskell.org/~ghc/ instead
