Drop downloads page

In the stability working group meeting it was suggested that the downloads page is redundant to the status page. Drop the former in favor of the latter.

Now the distribution_packages page is only reachable via the individual version pages although I have dropped it from a few of the recent release downloads pages so that it isn't propagated to future releases.
