Add Tweag to the list of sponsors of GHC.

I'm not sure the semantics of the ordering of sponsors. But given that Tweag is paying me a salary to mostly work on GHC, I thought they deserved to be on the list. They also support quite a bit of @monoidal's time on GHC, not to mention contributing the linear-types work (which they will continue to maintain).
