Allow some benchmarks to fail

As the benchmark set has grown, we have more benchmarks with Hackage dependencies. In general these may require head.hackage and in general may not always pass. We should optionally allow these benchmarks to fail in ghc/ghc> CI jobs to ensure that they don't cause the entire pipeline to fail.
