New S3 based build product upload (#5562)

Instead of directly committing binaries to GitHub (GitHub doesn't like them)
upload to Amazon S3. Any S3 bucket controlled by s3-bouncer
is acceptable; we have hardcoded s3-bouncer.heroku.com.
