Update CI for cabal-install and cabal-install-solver 

* Changes needed for GenValidate and release.py to
  accommmodate new solver dependency
* Bumps bootstrap plans to modern GHC versions
* Update `validate.sh` and `release.py` to accommodate new solver dep.
* Update `Makefile` targets
