Due to recent api changes

Various recent api changes

and make the unit test module build again.
The PackageDescription module no longer needs CPP.

and note the issue about custom vs simple build-type for Cabal itself.

Addresses #191 (QA) and #180 (QA for missing license).
This patch only adds a new exposed module, it's not yet used anywhere.

Since we've changed the exports of the Setup module significantly.
However since this is a dev series I don't think it makes sense to
bump the major version number as in the PVP, or we'd end up doing
it all the time in a development series.

the user's guide separately from the Haddock documentation. 

These are no longer in the tree, they have their own repos now.

This was generating a useless Main entry in the lib doc index.
(good for STABLE)

Without this patch, Cabal is effectively "version-less" and all .cabal
files with a version requirement are unusable. Therefore I think that
this patch (or at least something equivalent) should be pushed to the
6.6.1 branch, too.

This is more normal.

It just makes us look bad! :-)
