Use x86_64-darwin-m1

There's only one runner still registered with the tag 'x86_64-darwin', which makes this job fragile. That one runner is not reliable.

The rest of the x86_64 darwin runners use the -m1 tag. All other x86_64-darwin jobs (in ghc/ghc) also use this tag.
