There are some GHC test regressions in the sanity test way, suggesting
a memory issue, and it can be reproduced even with vanilla wasi-sdk.
While we look into the underlying issue, for the time being we should
add this option back.

This commit contains a major bump which brings in latest ghc wasm
bindists with JSFFI support, as well as updated wasi-sdk containing
ABI incompatible change with previous master revisions.
