Track cabal changes related to cabal adopting XDG basedir

The discussion about cabal adopting the XDG spec for specifying where to find user's files should be followed as it will likely have an effect on ghcup-hs. The cabal issue is on github as cabal issue #630

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
