Expose hsc2hs (and other tools distributed with GHC)

hsc2hs is included in GHC bindists, but ghcup doesn't currently expose it in its bin/. (Noticed here)

Same issue with hp2ps and hpc.

Ideally ghcup should expose all the tools distributed with GHC IMHO.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
