Add mechanism for temporarily increasing board size

This is an alternative to #53 which allows us to temporarily increase board size, without simply removing the limit. It requires a consideration of board size every year in which the desired size is more than 14.

Terminology. I think calling it a "exception vote" is a misnomer. If we get a strong slate of candidates each year, we'll trigger an exception vote -- especially if the current size is more than 14, so to not-trigger the vote we'd be appointing fewer new members than are retiring.

Perhaps just call it a "board size vote".
