Make hpc-bin reinstallable

It should be possible to install the binary via Hackage. For use cases, see e.g. https://github.com/input-output-hk/haskell.nix/pull/1464

I think we want to do some cleanup and refactoring of the library part before publishing a version on Hackage. But we can use this ticket for tracking the progress.
