  The CPP flag LAZY_BLACKHOLING has been moved up from options.h into
  Stg.h, so GHC can see it as well as the interpreter, and
  EAGER_BLACKHOLING has been added.  The default is still
  LAZY_BLACKHOLING && !EAGER_BLACKHOLING.
