Type-checking untyped brackets 

When HsExpr GhcTc, the HsBracket constructor should hold a HsBracket
GhcRn, rather than an HsBracket GhcTc.

We make use of the HsBracket p extension constructor (XBracket
(XXBracket p)) to hold an HsBracket GhcRn when the pass is GhcTc
