Remove DLL_IMPORT from the two closure declarations in this file,
because otherwise the file is not standalone.

Doing the right thing doesn't seem easy, because we have to get the
right value of DONT_WANT_WIN32_DLLS from somewhere.  Anyway if/when
DLL support is revived we'll have to revisit this.
