- Remove configure tests for SIG{POLL,INFO,WINCH}:
  Testing via #ifdef SIGFOO should be sufficient.
- Change #if HAVE_SIGPOLL to #ifdef SIGPOLL
- Remove SIGINFO/WINCH from package base: they'll reappear in package unix
  in System/Posix/Signals.Exts.
