Renamed SRC_HC_{PRE,POST} to HC_{POST,PRE}_OPTS

bump GHC version to 3.02.

don't recurse over the different ways with `make runtests' inside leaf
directories, leave that to `make all'.

remove comment on GhcProjectVersion: it caused problems with make
dist.

don't look for green-card binary, use the one in the
build tree instead.

- TAGS rule: be quiet if we fail to copy generated TAGS file
  from build to source tree.

Remove redundant PROJECT{VERSION,NAME,PATCHLEVEL} in favour of
ProjectVersion etc. from config.mk.in.

bump version to 3.01

Add support for links to versioned driver scripts.

Suppressing the generation of a default rule (-s) is a local property of a flex spec, not global

Don't include .depend if FAST is defined.  This means that

	gmake <blah> FAST=YES

is equivalent to the old fastmake.

forget it; there's no portable way to install a link.

add INSTALL_BIN_LINKS for linking things in $(bindir)
