hadrian: Eliminate redundant .exe from GHC path 

Previously we were invoking:

    bash -c
    "c:/GitLabRunner/builds/eEQrxK4p/0/ghc/ghc/toolchain/bin/ghc.exe.exe
    testsuite/mk/ghc-config.hs -o _build/test/bin/ghc-config.exe"
