- Bump upper bound of containers to 0.8
- Bump upper bound of filepath to 1.6

The testsuite for hpc is currently split between the hpc library
and the testsuite/tests/hpc directory in the ghc repository.
This commit removes the tests from the library, and another commit
will add them directly to the GHC repository.

Switch the function "readMix" from lazy "readFile" to strict "readFileUtf8", similar to how "readTix" is implemented

For GHC 9.8.

Replace uses of "String" by "FilePath" in functions "readTix", "writeTix", "getTixFileName", "readMix" and "mixCreate".

2cb49239 added js_skip(), which calls
the skip function. This is wrong because the arguments are supplied by
the testrunner. This commit fixes that by passing the function symbol
instead of calling the function directly.

JS backend uses its now RTS, so any program which relies on the native
RTS will always fail unless explicitly supported by the JS RTS.
