don't set the info ptr when entering a closure; this is unnecessary as
the info ptr is loaded in the constructor entry code (see comment by
me in CgConTbls.lhs).  Very minor performance hit for Sparc/Alpha, big
win for i386.

Should probably be conditionalised on the architecture or something.

Merged in changes from new-build-system branch

restore parts of rev 1.1.2.3, the GHC_BUILD_FLAG flags are used in
ghc.lprl as patterns so we can't just remove them.

remove WAYS stuff, this is in buildinfo.mk and buildflags.mk

don't use SETUP stuff anymore.

dependencies depend on $(LOOPS) (.hi files made from .lhi files).

remove all the SETUP_blah_OPTS, since we don't use setups anymore.

omit no-longer-relevant comment.
