minor fix to get source dists working.

Made Makefile evil hack, slightly less so

Include project-specific config.mk file when building binary-dists

Include acconfig.h with src dists

protect part of the binary-dist rules against 'for i in ; do ...'.

portabilify a test.

add PACKAGE_BINS for a binary_dist.

correct typo in bindist configuration stuff.

remove a couple more GHC dependencies.

Remove some of the BIN_DIST hacks, allowing us to build a binary
distribution for either Happy or Ghc (or various other projects when
these are set up).

replace a few ';' with '&&' so that failures in for-loops bomb out
properly.

back out part of last commit, it didn't take into account executable
files.

Added aclocal.m4 to binary distrib; ensure that group write bit is on for all toplevel binary distrib files

Replace $(ProjectVersion) with $(GhcProjectVersion) where appropriate.

Also add stuff to install happy in a binary distribution.
