include ncurses-static on apline for ghc#17878

I don't know if this is the right fix, but I don't see a way to try it out without a merge.

While doing a static CI build of GHC, I get errors about not being able to find an ncurses library, even though it's found fine in a non-static (dynamically linked) build. Alpine Linux has a separate ncurses-static package, so I thought I'd try that.
