Update cabal to 3.6.2.0

Ben Gamari requested to merge wip/bump-cabal into master

Extract just the Cabal and GHC bindist bumps from !84 (closed). Unlike !84 (closed) we refrain from dropping deb9 quite yet as we first need to drop the jobs from ghc/ghc>. Likewise, we drop the hlint commit as this was solved another way in master.
