containers update breaks bindists

The bump of the containers submodule made in !1177 (closed) breaks binary distributions as it moves the containers library to the libraries/containers/containers:

utils/ghc-cabal/dist-install/build/tmp/ghc-cabal: error while loading shared libraries: libHScontainers-0.6.2.1-ghc8.9.0.20190625.so: cannot open shared object file: No such file or directory
ghc.mk:962: recipe for target 'install_packages' failed

The Cabal library does the same thing so it's a bit perplexing why this fails with containers.
