Override mktemp in gcc Win32 wrapper

Currently ranlib uses mktemp which can fail due to long paths in Hadrian builds. We should override mktemp to use GetTempFileNameW and GetTempPathW in ghc/win32-tarballs>.

This would likely fix #18568.
