CI: windows runners unavailable for forks
I created !5459 (closed) by pushing to duog/ghc and creating an MR from there.
It seems that no windows CI runners are available to run on forks, so CI could never succeed.
@mpickering was kind enough to give me permissions to create branches on ghc/ghc, however surely new contributors should be able to CI patches without having to acquire these permissions?
