High system time in Darwin validation

It turns out that recent Darwin versions are particularly slow in searching for dynamic libraries. This results in high system time during testsuite execution due to the long search paths injected by the make build system. In 820b0766 @angerman tried ripping out the logic injecting these paths but this resulted in #19640 since these paths are actually required for bindist installation.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
