Data.ByteArray.readByteArray is missing

The Data.ByteArray module was recently added. It includes indexByteArray and writeByteArray but is missing readByteArray. I'd like to add readByteArray, which should return a Word8 to be consistent with indexByteArray.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
