GHC.Utils.Misc.only doesn't pass an empty list exception

Steps to reproduce

Open ghci with the command "ghci -package ghc" to enable use of the GHC libraries.
Enter "only []"
Observe error

Expected behavior

Report "Exception: GHC.Utils.Misc.only: empty list".
