PE linker handles overflowing relocations for data symbols incorrectly

While looking at the crashes in !7384 (closed) we noticed that the RTS's PE linker generated jump tables for overflowing relocations which target data symbols. It appears that this has been broken forever, but we never noticed since we happened not to overflow in such cases
