`-fno-code -dynamic-too` reports a `.dyn_o` file that is not generated

Running ghc-9.2.2. E.g.

$ ghc -dynamic-too -fno-code Main.hs
[1 of 1] Compiling Main             ( Main.hs, nothing, Main.dyn_o )

No file Main.dyn_o is generated, though.
