Add assertion to hadrian to check inTree/outTree compiler arguments agree

There have been a few bugs reported recently where inTree/outTree argument calculation for the testsuite has reported different results. It would be good to have an assertion which checks that if the in-tree GHC already exists then check that the calculation using ghc-config.hs produces the same arguments as we guess.
