aarch64-linux release configuration broken on 9.0 branch

I added release jobs for fedora27, i386 and aarch64-linux on https://gitlab.haskell.org/ghc/ghc/-/commits/wip/ghc-9.0-fedora-release-bindist

The aarch64-linux build fails to build (https://gitlab.haskell.org/ghc/ghc/-/jobs/1002429)
