Fix sanity tag check logic in GHC.StgToCmm.TagCheck

I used isLiftedRuntimeRep when I should have used isBoxedType.

So the check never actually checks anything.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
