Allow -finfo-table-map to be separated from executable

It would be good to allow the -finfo-table-map debugging information to be distributed separately from the executable it is the debugging information for. This would allow us to distribute -finfo-table-map debugging information for GHC and base packages, currently the profiles are quite poor if you rely a lot on base packages.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
