9.4.1-rc1 fails to build on Linux without Hadrian

Summary

This is by no means a blocker for me personally, but I thought ghc-9.4 is the last major release that supports building with make, so I am finally opening this issue now.

I haven't tried with the current ghc-9.4 branch so it is possible this has been fixed already: I just noticed now that #21634 (closed) is closed, so I dunno if it is fixed or not.

Steps to reproduce

Try to build 9.4.1-alpha3 with ghc-9.0.2 or ghc-9.2.3 without Hadrian:

ghc-cabal: Encountered missing or private dependencies: ghc-boot-th ==9.4.0.20220623

With 9.0.2 there's an additional dep error.

Expected behavior

Build to succeed like it does with Hadrian.
