Hadrian `clean --freeze1` removes stage 1 compiler

I just accidentally nuked my entire GHC build tree by running ./hadrian/build-stack --freeze1 clean, expecting it to only remove Stage 2 compilation artifacts. Instead, it did a full wipe of the Stage 1 compiler as well...
