Add a flag to say "make all functions INLINEABLE", analogous to -fexpose-all-unfoldings but with unoptimized code
This is point 1 of #21715 (comment 437448), opened after consulting with @AndreasK and provisionally assigned to him. In the comments people complained they can't replace their countless INLINEABLE with a single -fexpose-all-unfoldings. Citing:
It would be perfectly possible to have a flag (or a pragma?) to say "make all functions INLINEABLE". It would just need design and implementation.
(In the context of "Returning to -fexpose-all-unfoldings, I would expect that to work just as well as "make all functions INLINEABLE". But that's not yet true [...]"
