ghc 9.4.3 configure doesn't recognize llvm 14.0.3 as between llvm 10-14

Summary

when running configure to install ghc, i noticed this

checking opt version (14.0.6) is between 10 and 14... no
configure: We only support llvm 10 to 14 (found 14.0.6).
configure: $CC is not gcc; assuming it's a reasonably new C compiler

is llvm 14 supported? if so this seems to be a bug
