Which GHC is needed to boostrap GHC?

GHC-9.0 is apparently too old

compiler/GHC/Tc/Errors/Ppr.hs:112:25: error:
    Type applications in patterns are not yet supported

but ./configure doesn't tell.

This is the same regression as #22245 (closed)
