Bump supported version for LLVM in ghc-8.10.7

Please add llvm13 to list of supported versions to the release notes and update error messages to accomdate:

<no location info>: error:
    Warning: Couldn't figure out LLVM version!
             Make sure you have installed LLVM between [9 and 13)

I have verified this works on my Macbook.

llvm12 worked as well, but at some point it stopped working for me.
