Hadrian should have a target that builds all dependencies of the test suite without actually running it

The default hadrian target does not include stage1:exe:ghc-config stage1:exe:check-exact stage1:exe:check-ppr stage1:exe:count-deps which are needed by the test suite. It's reasonable, but it would still be nice to have a target that includes these test dependencies as well.
