Modifiers syntax implementation tracking issue

I'm creating this issue to track the implementation of the accepted modifiers syntax proposal

I plan on implementing this myself, but I will surely need some assistance. Hence the first step would be to hash out some design, potentially with @rae, as he has kindly offered to help here.
