Every build of head.hackage is failing

Every HEAD build is failing in hackage. See for example https://gitlab.haskell.org/ghc/ghc/-/commits/master All those red crosses are head.hackage failures.

Here is a particular example: https://gitlab.haskell.org/ghc/head.hackage/-/jobs/1395294

Failures here mean that the "user-facing" tag on a MR is useless, because it reports failures that aren't the fault of a MR.

Any thoughts about this? Testing against head.hackage is highly desirable, and is 99% there. Would it be worth fixing the last 1%?
