JavaScript: `/dev/null` failure

A new test (added in !10347 (closed)) presents a failure when using /dev/null in the JavaScript backend. I'm unsure if this is related to withFile specifically or all file reads to /dev/null.

Wrong exit code for encodingAllocations(normal)(expected 0 , actual 1 )

encodingAllocations: /dev/null: withFile: invalid argument (Invalid argument)
