"Out of memory" errors in Windows CI

Recently I've been seeing several Windows CI jobs fail with "out of memory" errors:

LLVM ERROR: out of memory
Allocation failed
PLEASE submit a bug report to https://github.com/llvm/llvm-project/issues/ and include the crash backtrace.
