Allow restarting builds on forks

Right now, only users with administrative privileges can restart a build on a fork. Because CI is flaky and new contributors create their own forks, this means reviewers often can't land a change without assistance.

Ideally, restarting CI on a fork should be available at least on the Developer level. I don't know how hard is to change that in Gitlab.
